Permits and certificates

A maximum of 2 winter car ports/shelters is allowed from October 1 to May 1 or before, erected on a parking space. Outside these dates, both the canvas and structure must be removed, otherwise fines can be issued.

The minimum distance to be respected from the lot lines is 2 meters. Also, the structure must not be located within the roads right-of-way.

No permit necessary.

Permanent carport installations are authorized in accordance with the following provisions:

– Attached: authorized in the lateral margins of the building, at a minimum distance of 3 meters from the property line.

– Detached: authorized in the front and side yards, according to the provisions in the zone where the building will be located.

A single carport is authorized per property, with a maximum area of 60 m2. No entrance door shall close off the building, unless authorized between October 1 and May 1 or before.

It is prohibited to have an attached permanent carport if the residence already has an attached garage. It is prohibited to have a permanent carport attached to an accessory building, other than a detached garage.

A permit is required for this type of construction. The documents required for the permit application are:

Accessory building form

Any display/sign is legislated by the zoning by-law and the site planning and architectural integration by-law (SPAIP).

The installation or modification of a sign requires a permit.

The documents required for the permit application are:

– The request for a sign permit application form;

– A color plan of the sign with dimensions, height, type of attachment to the ground or building, materials used and projected lighting;

– The proposed layout of the sign on the property with projected image.

Signage form

The firewood being used for a dwelling must be stacked at all times, with a maximum height of 1.8 meters. The size of a wood shed can be 22 m2 and its height is limited to 2.4 meters. A permit is required for this type of construction.

The documents required for the permit application are:

– The accessory building permit application form;

– A plan of the building specifying the 4 elevations, slope of the roof, type of exterior cladding and color;

– The proposed location of the building on a copy of the certificate of location showing the expected distances from the property lines, existing buildings and sanitary installation.

Accessory building form

Special provisions in the zoning by-law apply to fence and low wall installations but do not require a permit. The installation of fences and low walls must respect the following provisions:

In the front yard: at a minimum distance of 60 cm from the roads right-of-way and a maximum height of 1.2 meters;

In the side and back yard: allowed at a maximum height of 2 meters.

The prohibited materials for fences are barbed wire, chicken spindle, sheet metal and chain.

If the site is located at an intersection, if the wall has an additional height of 1.5 meters, or for specific details and exceptions, contact the Town Planning and Environment Service.

A declaration of works is foreseen when it is not compulsory to obtain a permit, but must still notify the Municipality.

In particular, minor interior renovation work that does not alter the structure and exterior appearance, the renovation of the roof when the materials used are identical, replacement of doors and windows, repairing a dock or repairing a balcony, as long as there is no change in dimensions.

A form must be submitted to the Town Planning Service for information purposes, all without charge.

Declaration of work form

Attached garage installations must respect the provisions laid down in the zone where the building will be located. The width and height of the building may not exceed that of the residence. A permit is required for this type of construction.

The documents required for the permit application are:

– The accessory building permit application form;

– A plan of the building made by a professional specifying the 4 elevations, slope of the roof, type of exterior cladding and color;

– The proposed location of the building on a copy of the certificate of location showing the expected distances from the property lines, existing buildings and sanitary installation;

– Proof of a mandate given to a land surveyor for a certificate of location to be made once the work has been completed.

Accessory building form

Detached garage installations are authorized in the front, side and back yards, at a distance of 3 meters from the property lines. A permit is necessary for this type of construction. Contact the Town Planning and Environment Service for specific details and exceptions.

-A plan of the building made by a professional specifying the 4 elevations, slope of the roof, type of exterior cladding and color;

– Proof of a mandate given to a land surveyor for a certificate of location to be made once the work has been completed.

Accessory building form

The Municipality is divided into zones, according to the zoning plan accompanying the Urban Plan. Each of the zones has a specifications grid that indicates certain zone-specific standards including permitted and excluded uses, implantation standards, occupancy and subdivision.

Backfill / excavation work requires a permit. Any work that will modify the natural topography of the ground must first have been inspected by the Town Planning Service. The building inspector will visit your property to validate the compliancy of the work you wish to carry out.

Backfill/excavation form

Additional bachelor type dwellings are permitted in all zones according to special provisions in the zoning by-law. Obtaining a permit is mandatory.
Only one additional dwelling is permitted per residence and must be located in the basement. It may not exceed 80% of the floor area of ​​the building, without exceeding 65 square meters and having only one bedroom. The separate entrance must be located on the side or rear of the building and no inner door shall communicate with the main dwelling.
The documents required for the permit application are:
- the renovation permit application form
- a complete plan of the dwelling to be developed including the new opening accessing the house, if applicable
- proof that the sanitary installation is compliant and of sufficient capacity to accommodate the total number of bedrooms.

Renovation form

Additional intergenerational type dwellings are permitted in all zones under special provisions in the zoning by-law. Obtaining a permit is mandatory. Only one additional dwelling is permitted and may not exceed 80% of the floor where it is located without exceeding 150 square meters. It can also be spread over several floors.

The seperate entrance must be located on the side or rear of the building and a door or common indoor area must communicate permenantly with the main dwelling.

The documents required for the pernit application are:

  • the renovation permit application form
  • a complete plan of the dwelling to be developed including the new opening accessing the house, if applicable
  • proof that the sanitary installation is compliant and of sufficient capacity to accommodate the total number of bedrooms

Renovation Form

Setback margins are the minimum distance to be observed from any property line or road right of way. These margins are found in the specification grid applicable to the target zone. Unless otherwise specified in the Zoning By-law, no construction or development is permitted within the margins.

Special provisions apply for inground or aboveground pools and are included in the zoning by-law. Obtaining a permit is mandatory.
 Swimming pools are permitted in side or back yards, at a minimum distance of 5 meters from property lines, 15 meters from the riparian protection band of a lake, stream or wetland.

They are, however, prohibited under an electric wire or over a sanitary system. In addition, the swimming pool and accessories must not exceed 33.3% of the acreage of ​​the property.

– An in-ground pool must be protected by a safety enclosure (a hedge can not replace an enclosure) with a minimum height of 1.2 meters and it must not be perforated to allow climbing.

– An above-ground pool must be protected by a safety enclosure (a hedge can not replace an enclosure) when the height of the enclosure is less than 1.2 meters. If the pool is accessible through a gallery adjoining the house or a deck, access to the pool must be protected by a compliant enclosure.

Pool form

Shed installations are authorized in the lateral or back yards at a distance of 5 meters from the property lines. A permit is required for this type of construction.

Only one shed is allowed per land, with a maximum size of 25 square meters and a maximum height of 3.5 meters.

The documents required for the permit application are:

– the accessory building permit application form

– a plan of the building specifying the 4 elevations, slope of the roof, type of exterior cladding and color
- the proposed location of the building on a copy of the certificate of location showing the expected distances from the property lines, existing buildings and sanitary installation.

Accessory building form

The provisions respecting residence rentals for tourism are found in the zoning by-law. A permit is required for this use. To find out if the use is allowed or prohibited, you should refer to the specifications grid for the zone where the property is located.

This is a short-term rental of 4 months or less. The number of bedrooms is limited to 6 and the number of parking spaces is limited to 4.  From the property lines, a 15 meter wide vegetation buffer must be maintained.

The document required for the permit application is:

  • a change in use permit application form.

A visit of the property and the interior of the residence will be mandatory for the insuance of the permit.

Additionnal use form

The additional authorized uses are indicated in the specifications grid for the zone where the property is located. For residential purposes, only one additional use is authorized, other than if it is an “additional dwelling” or “farming and agriculture” use. Other exceptions apply.


A permit is required for the addition of this use, which is the change of use permit application form. Additional specific provisions are applicable and it is preferable to contact the Town Planning and Environment Service before submitting the permit application.

 

Additionnal use form

A visibility triangle is a space on a corner lot at the intersection of two roads. It makes it possible to secure an intersection by limiting the use that can be made there. The visibility triangle is 6 meters wide, along the two roads, then connected by an imaginary line.

Inside this triangle are prohibited:

– a construction of more than 1 meter in height, with the exception of a sign with a clearance of more than 2 meters

– a parking space

– vegetation with a height of more than 60 cm.

Provisions for verandas and solariums are found in the zoning by-law.

They must be integrated with the building and have a maximum size of 30 square meters.

When used for 3 seasons, they can rest on piles, stilts, a gallery or a balcony. In this case, the exterior cladding of the residence must be kept on the exterior walls of the building, a door must separate the interior of the residence from the veranda or solarium and this construction must not be insulated.

When used for 4 seasons, the veranda or solarium must rest on a foundation connected to that of the residence and be insulated. In this case, the exterior cladding of the residence must be removed and the building will be considered in the square footage of ​​the residence. A certificate of location will be required as it concerns an extension of the residence.
