Accessory and construction

An application for a permit is required.

The documents required for the permit application are:

  • This accessory construction permit application completed and signed.
  • 2 copies of the implantation plan drawn by a land surveyor showing the intended location of the expansion in relation to the following points: land boundaries, street, lake, creek, etc. Also, the deforestation, the position of the septic system, the artesian wells (your projected well and those of the neighbours) and the parking lot will have to be identified on this plan. A subdivision plan is required if the land is not subdivided (to be discussed with the land surveyor).
  • Licence application fees have been paid.

Additional dwelling (intergenerational)

Additional intergenerational dwellings are authorized in all zones according to specific provisions in the Zoning By-law. Obtaining a permit is mandatory.

Only one additional dwelling is authorized per residence and may not exceed 80% of the area of the floor on which it is located without exceeding 150 square metres. It may also be spread over several floors.

The separate entrance must be located on the side or rear of the building and a door or interior common area must communicate permanently with the main dwelling unit.

The documents required for the permit application are :

  • This renovation permit application completed and signed;
  • 1 copy of the construction plans, witch are architectural plans showing the elements requiring the permit, with the following construction details: foundation, floor structure, wall section, interior divisions, openings, roof, electricity, etc;
  • Licence application fees have been paid.

Additional housing (bachelor)

Additional bachelor-type dwellings are authorized in all zones according to special provisions in the Zoning By-law. Obtaining a permit is mandatory.

Only one additional dwelling is authorized per residence and must be located in the basement. It may not exceed 80% of the floor area of the building, but may not exceed 65 square metres and have only one bedroom. The separate entrance must be located on the side or rear of the building and no interior door must communicate with the main dwelling unit.

The documents required for the permit application are :

  • This renovation permit application completed and signed;
  • 1 copy of the construction plans, witch are architectural plans showing the elements requiring the permit, with the following construction details: foundation, floor structure, wall section, interior divisions, openings, roof, electricity, etc;
  • Licence application fees have been paid.

Attached OR detached permanent carport

An application for a permit is required.

Permanent carport installations are authorized in accordance with the following provisions:

  • Attached: authorized in all yards with a possible encroachment of 5 meters in the lateral and rear margins;
  • Detached: authorized in all yards, at a minimum distance of 5 meters from the property lines.

A single carport is authorized per property, with a maximum area of 60 m2. No entrance door shall close off the building, unless authorized between October 1 and May 1 or before.

It is prohibited to have an attached permanent carport if the residence already has an attached garage. It is prohibited to have a permanent carport attached to an accessory building, other than a detached garage.

Attached garage

The layout of the attached garages must comply with the provisions laid down in the area where the building will be located. A permit is required for this type of construction.

The width and height of the building may not exceed that of the residence.

The documents required for the permit application are:

Backfill / Excavation

Backfill / excavation work requires a permit. Any work that will modify the natural topography of the ground must first have been inspected by the Town Planning Service. The building inspector will visit your property to validate the compliancy of the work you wish to carry out.

The documents required for the permit application are:

*When required, you must provide recent photos showing the condition of the site and a site plan drawn to scale by a land surveyor showing the planned location of the fill/excavation work in relation to the following points: lot boundaries, street, lake, creek, lot limits, location of existing buildings and structures, limit of any fill/excavation, etc.

Detached garage

The installation of detached garages is authorized in front, side and rear yards, at a distance of 3 metres from the property lines. A permit is necessary for this type of construction.

The documents required for the permit application are:

  • This accessory building permit application completed and signed.
  • 2 copies of the location certificate, this document is issued by a surveyor and is required during real estate transactions so as to clearly define what is the subject of the transaction;
  • 2 copies of the plan d’implementation plan drawn by a surveyor showing the intended location of the expansion in relation to the following points: land boundaries, street, lake, creek, etc. Also, the deforestation, the position of the septic system, the artesian wells (your projected well and those of the neighbours) and the parking lot will have to be identified on this plan. Declaration of work

An application for a certificate of authorization is required.

A declaration of work is provided for when it is not mandatory to obtain a permit, but it is still necessary to notify the Municipality.

Notably, minor interior renovations that do not modify the structure and exterior appearance, renovation of the roof when the materials used are identical, replacement of doors and windows, repair of a dock or repair of a balcony, as long as there is no change in dimensions.

Demolition OR relocation of a bulding

An application for a permit is required.

The documents required for the permit application are:

  • This demolition / relocation permit application completed and signed.
  • A copy of the certificate of location, this document is issued by a land surveyor and is required during real estate transactions so as to clearly define what is the subject of the transaction;
  • A copy of the insurance policy in force covering any damage to the municipality’s property and covering the municipality in the event of an appeal against it or proof of an insurance certificate absolving the municipality of any liability in case of demolition;
  • A photo file that demonstrates the current condition of all building facades prior to the completion of the work;
  • Fees for the review of the application of a certificate of authorization have been paid. You must also inform all companies that may be affected by the work (e.g., Hydro-Québec, Bell Canada, Vidéotron, etc.).

Change for use

An application for a certificate of authorization is required.

  • This application for change of use authorization completed and signed;
  • The list of work to be performed for the change of use and check whether this work requires a construction permit;

  • A copy of the lease, if applicable.

Commercial occupation

An application for a certificate of authorization is required.

The documents required for the permit application are:

  • This commercial occupation permit application completed and signed;
  • A copy of the lease, and a copy of the charter, letter patent or other official document showing registration with a government;
  • Fees for the review of the application of a certificate of authorization have been paid;

*When a certificate of location is required, this document is issued by a land surveyor and is required during real estate transactions in order to clearly specify what is the subject of the transaction;

*When required, a site plan prepared by a professional showing the exterior landscaping, the exterior modifications required for the use covered by the application, the location of existing or planned uses and buildings, the number of parking spaces, their location and dimensions, etc., as well as the location and dimensions of the buildings;

*When required, any authorization issued by the government or one of its mandataries or a service of the Municipality that is necessary for the exercise of the proposed use.

Extension

An application for a permit is required.

Fence and wall

Special provisions in the zoning by-law apply to fence and low wall installations but do not require a permit.

The installation of fences and low walls must respect the following provisions:

  • In the front yard: at a minimum distance of 60 cm from the roads right-of-way and a maximum height of 1.2 meters;
  • In the side and back yard: allowed at a maximum height of 2 meters.

The prohibited materials for fences are barbed wire, chicken spindle, sheet metal and chain.

If the site is located at an intersection, if the wall has an additional height of 1.5 meters, or for specific details and exceptions, contact the Town Planning and Environment Service.

Firewood

An application for a permit is required.

The firewood being used for a dwelling must be stacked at all times, with a maximum height of 1.8 meters. The size of a wood shed can be 22 m2 and its height is limited to 3 meters.

Groundwater (work)

An application for a permit is required.

The documents required for the permit application are:

  • This application for a Licence to Install a groundwater catchment area duly completed and signed ;
  • Presentation of pumping capacity information in m3/day;
  • A copy of the well-digger’s submission;
  • An implantation plan showing the boundaries of the land and its cadastral designation, the location of the proposed catchment work, the location of any water catchment work and the existing wastewater treatment systems located on the land covered by the application or on adjacent land and the boundaries of watercourses. If the well is sealed, the proof that a mandate has been given to a technologist to supervise the sealing;
  • Licence application fees have been paid;
  • Provide us with a copy of the well-digger’s drilling report within 30 days of the commissioning of the work, at the latest, before the expiry of the certificate of authorization previously obtained by this application.

House

Permit applications are required.

The documents required for the permit application are:

  • This application for a dwelling permit, completed and signed, as well as the applications for certificates of authorization for the sanitary installations (Q-2,r.22) and the groundwater catchment work (Q-2,r.6).
  • 2 copies of the implantation plan drawn by a land surveyor showing the intended location of the residence in relation to the following points : land boundaries, street, lake, creek, etc. Also, the deforestation, the position of the septic system, the artesian wells (your projected well and those of the neighbours) and the parking lot will have to be identified on this plan;
  • 2 copies of the construction plans, which are architectural plans showing the four (4) elevations (4 sides) and the floors (basement, ground floor and floors) with the following construction details : foundation, floor structure, wall section, interior divisions, openings, roof, electricity, etc;
  • A (positive) soil characterization study in accordance with the law Q-2,r.22 soil analysis report prepared by a professional engineer or technologist and a bid for the drilling of a well prepared by a well digger;
  • Licence application fees have been paid;
  • Provide 2 copies of the certificate of location when the foundation is completed.

Minor derogation

An application for a certificate of authorization is required.

  • This minor derogation application completed and signed;
  • The additional descriptive file to demonstrate that you meet the four (4) prerequisites for the minor derogation;
  • A file of photos and/or sketches to assist in understanding the waiver request;
  • Fees for the review of the application of a certificate of authorization have been paid.

Permit renewal

An application for a certificate of authorization is required.

  • A document accompanying the request detailing the work left to be realised;

Renovation

An application for a permit is required.

Septic system

An application for a permit is required.

The documents required for the permit application are:

  • This licence application for sanitary facilities completed and signed.
  • 2 copies of the soil characterization study, this document is a soil analysis report in accordance with Q-2,r.22 and prepared by a professional engineer or technologist;
  • 2 copies of the implantation plan drawn to scale showing the planned location of the septic installation in relation to the following points: lot boundaries, street, lake, stream, etc. In addition, deforestation, the position of the septic system, the artesian wells (your projected well and those of the neighbors) and the parking will have to be identified on this plan;
  • Proof that the engineer or technologist who produced the report is mandated to supervise the construction of the septic systems, for the production and transmission to the municipality of the certificate of compliance, at most late 30 days after the end of the work;
  • Licence application fees have been paid.

* For an advanced secondary treatment system (Bionest, Ecoflo, Ecobox, Enviro-Septic®), you must provide a copy of the maintenance contract, as the owner must be bound at all times by contract with the system manufacturer, his representative or a qualified third party to service the system.

Setback margin

Important information.

Setbacks are the minimum distance from any property line or road right-of-way. These setbacks can be found in the specification grids applicable to the area in question. Unless otherwise specified in the Zoning By-law, no construction or development is permitted within the setbacks.

Shed

Shed installations are authorized in the lateral or back yards at a distance of 5 meters from the property lines. A permit is required for this type of construction.

Only one shed is allowed per land, with a maximum size of 25 square meters and a maximum height of 3.5 meters.

The documents required for the permit application are:

  • This accessory building permit application completed and signed;
  • 2 copies of the location certificate, this document is issued by a surveyor and is required during real estate transactions so as to clearly define what is the subject of the transaction;

Shoreline strip (work)

An application for a certificate of authorization is required.

The documents required for the permit application are:

  • This works in the shoreline strip permit application completed and signed.
  • An implantation plan drawn to scale by a land surveyor showing the planned location of the new structure in relation to the following points: lot lines, street, lake, stream, lot boundaries, location of existing buildings and structures, limit of any fill or excavation, slope of the shoreline, etc.
  • Recent photos showing the condition of the shoreline or wetland at the planned work site.
  • Licence application fees have been paid;

Sigh

All signage is governed by the Zoning By-law and the By-law governing site planning and architectural integration programs (SPAIP). The installation or modification of a sign requires a permit.

The documents required for the permit application are:

  • This application for a certificate of autorization sigh completed and signed;
  • A site plan drawn to scale showing the intended location of the new sign in relation to the following points : property lines, street, lake, stream, etc;
  • A detailed construction plan or sketch showing the two (2) elevations (2 sides) with the following construction details: support, dimensions, lighting, etc. All graphic details of the sign such as logo, text, colours, lighting, shapes, etc., must be clearly identified on this plan;
  • Any necessary photograph(s) showing the exterior aspect of the building where the sign will be installed as well as any sign existing at the time of the request;
  • A certificate of location is a document issued by a land surveyor and required during real estate transactions to clearly specify what is the subject of the transaction;
  • Fees for the review of the application for the certificate of authorization have been paid.

Swimming pool

Special provisions are applicable for in-ground or above-ground pools and are present in the zoning by-law. Obtaining a permit is mandatory.

Swimming pools are authorized in side and rear yards, at a minimum distance of 5 metres from property lines, 15 metres from the shoreline protection strip of a lake, watercourse or wetland. However, they are prohibited under a power line or on a sanitary system. In addition, the pool and accessories must not exceed 33.3% of the property’s surface area.

  • An in-ground pool must be protected by a safety enclosure (a hedge cannot replace an enclosure) at least 1.2 metres high and must not be open to allow climbing;
  • An above-ground pool must be protected by a safety enclosure (a hedge cannot replace an enclosure) when the height of the enclosure is less than 1.2 metres. If the pool is accessible through a gallery adjoining the house or a platform, the access to the pool must be protected by a compliant enclosure.

  • 1 copy of the implantation plan showing the intended location of the pool, fence and any other addition in relation to the following points : land boundaries, street, lake, creek, etc. Also, the deforestation, the position of the septic system, the artesian wells;
  • 2 copies of the pool plan provided by the company or seller showing forms, pool structure, location of stairs / ladder, pumping mechanism and size;
  • Licence application fees have been paid.

Temporary use

An application for a certificate of authorization is required.

The documents required for the permit application are :

Tourism residence / Change in use

The provisions relating to rentals for tourist residences are found in the zoning by-law. A permit is required for this use. To find out if the use is authorized or prohibited, you must refer to the specifications grid for the zone where the property is located.

This is a repeated short-term rental of 4 months or less. The number of bedrooms is limited to 6 and the number of parking spaces is limited to 4. The lot must have a minimum area of 15,000 square metres. A 15-metre wide buffer green space from the property lines must be maintained.

The document required for the permit application is :

  • This application for change of use authorization completed and signed ;
  • The list of work to be performed for the change of use and check whether this work requires a construction permit ;
  • Fees for the review of the application of a certificate of authorization have been paid ;
  • A copy of the lease, if applicable.

A visit to the property and the interior of the residence will be mandatory for the permit to be issued.

Tree(s) removal

A permit is required for the felling of one or more trees.

This permit is free of charge and is intended to assure the Municipality that the regulations are respected. In fact, no tree cutting is authorized except in the following cases:

  • The tree to be felled is dead, sick or suffering from an incurable disease;
  • The tree to be felled is dangerous to the safety or health of persons or constitutes a danger to public or private property;
  • It is a gardening or sanitation cut;
  • The tree is a nuisance to the growth or well-being of neighbouring trees;
  • The tree must be felled in the course of public works or for soil testing;
  • The tree must be felled for construction work authorized by the municipality;
  • The tree to be felled is located less than 10 metres from a main building, less than 2 metres from an accessory building or a sanitary installation.

If the tree(s) to be felled are included in the exceptions indicated above, an inspector must go and see the situation on site, before the permit is issued if authorized.

The documents required for the permit application are:

  • This application for a certificate of authorization tree(s) removal completed and signed;
  • In order for us to properly analyze your permit application, you must provide us a sketch;
  • If required, a location plan of the cutting area, when applicable;
  • When the felling of the tree is justified by the fact that the tree has an incurable disease or is a nuisance to the growth or well-being of neighbouring trees, a written confirmation of the presence of this condition prepared by a forest engineer or an arborist.

Veranda and solarium

The provisions relating to verandas and solariums are found in the Zoning By-law. A permit is necessary for this type of construction.

They must be part of the building and the maximum area of the building is 30 square metres.

When used for 3 seasons, they can rest on piles, on a gallery or a balcony. In this case, the exterior cladding of the residence must be kept on the exterior wall of the building, a door must separate the interior of the residence to the veranda or solarium and this construction must not be insulated.

When used for 4 seasons, the veranda or solarium must rest on a foundation connected to that of the residence and be insulated. In this case, the exterior siding of the residence must be removed and the building will be considered within the area of the residence. A certificate of location will be required, as this is an extension of the residence.

  • 2 copies of the certificate of location, this document is issued by a land surveyor and is required during real estate transactions so as to clearly define what is the subject of the transaction;
  • 2 copies of the implantation plan drawn by a land surveyor showing the intended location of the accessory building in relation to the following points: land boundaries, street, lake, creek, etc. Also, the deforestation, the position of the septic system, the artesian well and the parking lot will have to be identified on this plan;
  • Licence application fees have been paid.

Important information.

A visibility triangle is a space located on a corner lot at the intersection of two paths. It makes it possible to secure an intersection by limiting the use that can be made of it. The visibility triangle is 6 metres wide, along the two paths, then connected by an imaginary line.

Inside this triangle are prohibited:

  • A construction more than 1 meter high, with the exception of a sign with a ground clearance of more than 2 meters;
  • A parking space;
  • Plants more than 60 cm high.

Winter carport

No permit necessary.

A maximum of 2 winter car ports/shelters is allowed from October 1 to May 1 or before, erected on a parking space. Outside these dates, both the canvas and structure must be removed, otherwise fines can be issued.

The minimum distance to be respected from the lot lines is 2 meters. Also, the structure must not be located within the roads right-of-way.

Work at home

The additional authorized uses are indicated in the specification grids of the zone where the property is located. For residential uses, only one additional use is authorized, other than if it is a ” supplementary housing ” or ” farm and agriculture ” use. Other exceptions apply.

A permit is required for the addition of this use.

The documents required for the permit application are :

  • This application for change of use authorization completed and signed ;
  • The list of work to be performed for the change of use and check whether this work requires a construction permit ;
  • Fees for the review of the application of a certificate of authorization have been paid ;
  • A copy of the lease, if applicable.

Additional specific provisions are applicable, and it is preferable to contact the Planning and Environment Department before applying for a permit.
